The treaty stipulates that the two sides will maintain and develop a comprehensive strategic partnership based on the principles of international law such as mutual respect for state sovereignty and territorial inviolability, non-interference in internal affairs, equality, and friendly and cooperative relations between other relevant countries in accordance with their national legislation and international obligations.


Russian Deputy Foreign Minister Rudenko said on the same day that the treaty does not contain any secret additional content. The treaty aims to reduce the risk of a recurrence of war on the Korean Peninsula, including the risk of using nuclear means.
